Mr. Hirsch, (MHA-Duke University) joins IHC as a seasoned healthcare
executive with a successful record in achieving operational and clinical
excellence in a community hospital setting. He has demonstrated
leadership in building and developing a management team, and is highly
effective in accomplishing organizational goals through the use of program
development, quality management, physician recruitment and retention, and
medical staff relations.
Prior to joining IHC, Mr. Hirsch was, for six years, the President and
CEO of Orange Regional Medical Center, a merged entity consisting of Arden
Hill Hospital and Horton Medical Center, during which time he performed
the following:

Led the consolidation of the two community hospitals, who were
long-standing competitors, by providing leadership, direction and
support to the governing bodies and medical staff. As a result of the
merger, both hospitals are experiencing historically high profit
margins.

Led the approval process and opening of the area’s first Cardiac
Catheterization Lab.

Mr. Hirsch was also instrumental in developing:
- The ORMC Bone & Joint
Center
- A hospital-wide
central scheduling program
- The development of a
hospital concierge program
Over the last 23 years, Mr. Hirsch’s roles have ranged from CEO to
Executive VP, COO, and VP of Clinical and Support Services. In these
roles, he has successfully:

Planned
and realized strategic, financial and operational aspects of a $25
million comprehensive outpatient facility.

Developed and implemented a seven days/week, 24 hours/day hospitalist
program for Horton Medical Center.

Achieved
Phase I system consolidation saving $3 million through lab, materials
management, insurance purchases, etc. over a 6-month period.

Enhanced
financial turnaround yielding $3.8 million operating gain since the
previous year.

Implemented a hospital-wide Customer Satisfaction Program.

Developed a comprehensive community cancer center, including facility
and programmatic components and certification by the American
College of Surgeons.

Developed an off-site comprehensive outpatient rehabilitation center.

Developed a Lab Reference Program which generated more than 21,000
additional tests and $500,000 in revenue.

Implemented a 12-bed Traumatic Brain Injury/Coma Stimulation Unit.

Increased outpatient service revenue by 15%, while limiting inpatient
utilization to less than 1% growth.

Increased outpatient and inpatient volumes
in key revenue-producing environments; rehabilitation (46%),
imaging services (25%), cardiopulmonary services (48%).
